Several "avoidance" areas were identified by field surveys and required deviations in the proposed pipeline route. We currently believe all items have been adequately addressed.
Pipeline Route Changes
Blegen Parcel- Accepted
T151 R96 Sec 12 Freshwater Emergent Wetland This issue was eliminated with the field routing effort issued as the R7.5 route. (June 10)
Sorenson Parcel - Accepted T151 R96 Sec 24 New Archy Site SITS Number Pending On June 12, the proposed reroute was modified by KECI to be a triangular and on the west site of the archy site, thereby avoiding any interference with the DGC CO2 pipeline to the east. The field reroute team countered with a trapizodial shaped route that meets the necessary separation. (June 23).
The change is within the corridor already cleared by the environmental survey. A revised Class III archy field survey was conducted June 29 and the route was identified as clear from other archeolgical sites.
T151 R96 Sec 25 The field routing work as depicted in R7.5 relocated the pipeline route west from its prior position. (June 10)
The change is already within the corridor cleared by the Keitu field survey team. This area was cleared for archeological resources the week of June 28. The change is within the corridor already cleared by the Keitu field survey team.
T150 R96 Sec 25 New Archy Site SITS Number Pending Representatives from Metcalf revisited the site and obtained additional data including photos , which has been submitted to the SHPO office which has verbally reported that they will classify the site as not eligible for listing on the National Register of Historic Places - therefore no route deviation will be required. (June 21)
T150 R96 Sec 25 New Archy Site SITS Number Pending This new and sizable archy site was reported in a supplemental report by Metcalf. It is located less than 0.3 miles south of the other Veeder site identified in their initial Class III field survey. DGC will allow construction activities to occur on their easment which opens the door to move the other options.
However since this site is a "historic" and not pre-historic, the SHPO office accepted the proposal to allow surface disturbance during construction as long as no features of the site are disturbed. A diagram of the reported edge vs. potential edge for surface disturbance is also presented (June 21).
T149 R95 Sec 07 Freshwater Emergent Wetland The current route would allow the construction zone to intrude into a wetland. Propose to bore the wetland. No change to Class III CRI study or environmental study required (June 21).
T149 R95 Sec 20 Class I Study Site SITS# 32MZ791 The route was moved 50 feet to avoid this site - while assuring the 100 foot wide construction zone will remain within the 200 foot side corridor cleared by the archeological field survey. The reroute is still well within the corridor cleared by the environmental team (June 28) and has been cleared by the archeological team (June 30).
T149 R95 Sec 33 The field routing work depiciting the R7.5 revision shows the line 410 feet east of its R7.0 location, 100 feet west of the DGC CO2 line. The R7.0 route was used for the field survey since route was not among the files provided in May.
This area was cleared for archeological resources the week of June 28. The change is within the corridor already cleared by the Keitu field survey team.
T148 R95 Sec 07 Class I Study Site SITS# 32DU343 After submitting photographs, verbal descriptions of the site and updated field sheets to the ND SHPO, SITS# 32DU343 will be assigned a "not eligible" designation and therefore the R7.5 field route just west of the DGC line but on the east side of the "clay knob" will be used. This route has been field surveyed by Metcalf and is "clear" (June 18 & 23).
Class I Study Site Three Adjacent Sites SITS# 32DU342 T148 R96 Sec 12 & 13 overlaying wetland area SITS# 32DU357 T148 R96 Sec 12 SITS# 32DU359 T148 R95 Sec 07 Combining portions of prior site visits, the route is now planned between the Marathon well pad and the tri-pak of archy sites. This area has also been cleared by both the archeological and environmental field surveys. (June 28)
T148 R96 Sec 13 Class III Study Hex-Pak Sites - SITS# Pending When the the R7.2 field reoute was checked, two new archy sites south of the Tri-Pak were identified (in addition to the "pork chop" site discussed elsewhere). The proposed route was revised westward far enough to be at least 50 feet west of the former route to allow a full construction site width without disturbing the sites and within the field study corridor already surveyed by the Keitu and Metcalf field survey crews. (July 1)
This item had been previously part of the TAT Tri-Pak issue, but was been segregated as a separate item for clarity.
T148 R96 Sec 23 SITS# 32DU1502 BLM "Porkchop" Metcalf Archeology initiated an internal staff review of field data complied by their field staff and revised the boundaries of the new site 32DU1502 discovered during the Class III CRI for the project. And pulled back SE border by about 40 feet. Info presented to SHPO on July 7 who concurrs. Adequate clearance/avoidance to allow for a suitable narrow construction zone. (July 7)
T147 R96 Sec 14 Class III New Site SITS# Number Pending A Class III CRI identified a new site on the edge of the construction zone. The route was slide approximately fifty (50) feet away from the archy site and should be fenced prior to construction. (June 28)
T146 R96 Sec 01 New Cultural Scatter Area SITS Number Pending was found during Class III CRI. Keitu had proposed a trapazoidal reroute. The basic concept was improved during the field reroute by extending the size (June 11). This route was provided in the R7.5 shapefiles issued in June.
This area has been cleared by both the archeological and environmental survey teams.
T146 R96 Sec 12 Major Eligible Site SITS# 32DU37 The "blue line" route was cleared July 13 along the south embankment of Frank Creek around 32DU37 rather than transecting the site and incurring costs to test and likely mitigate the site. The route transects 32DU352 as it has been deemed a site ineligible for listing on the National Register of Historic Places.
The yellow segments leading up to the R8.5 route depicted here in blue were surveyed in mid May and cleared for a full construction zone width. Not shown on this graphic is the 35-ft wide strip of a newly expanded "smear" area in 32DU362 that, with the concurrance of the NDSHPO, were evaluated using multiple shovel probes, and deemed not eligible so are also transected by the R8.5 route. (July 13)
T146 R96 Sec 12 New Cultural Scatter Area SITS Number Pending The site was addressed with others in the area of Killdeer Gap Road and was incorporated into the route files send by Interstate Engineering on June 25. (June 28)
T146 R96 Sec 13 New Large Site SITS Number Pending The field routing team took the original proposed reroute and extended it further to the east and included it in the R7.5 route datafiles.
This new route was cleared by the archeology field team. The change is already within the cleared corridor by the environmental survey. (June 10)
T145 R96 Sec 15 New Archy Site SITS Number Pending Reroute offered May 30 modified by moving the IP a few feet. The change is within the corridor already cleared by the environmental survey and the Metcalf team will assure an adequate clearance the week of June 28.
T145 R96 Sec 22 Freshwater Emergent Wetland and Archy Site The R7.5 shapefiles had incorporated a triangular reroute around this area as compared to a trapazoid previously proposed which fortunately also moves the route far enough away from a new archy site identified during May's Class III CRI field study. (June 10)
T144 R97 Sec 14 New Archy Site SITS Number Pending Very minor adjustment to May 30 reroute was oppered to avoid the site with the construction corridor. Metcalf will revisit the areas the week of June 28. The reroute is well within the corridor cleared by the environmental survey. (June 24)
T144 R97 Sec 27 Constructability Crossing Pipeline Under Road The site on 10 1/2 St 0.55 miles west of 116th St was field staked by ND OneCall and field verified by project staff on June 15 that the Four Bears line R7.5 has adequate clearance from the Tesoro crude line branchline for construction under the road. (June 15)
The R7.5 field route path files received June 7 were slightly different than prior submissions. While the change was within the corridor cleared by the Keitu field survey team, the archeological team revisited the area on June 28 and cleared the route.
T142 R97 Sec 09 Freshwater Emergent Wetland The field route effort adjusted the path in this area, and the wetland was avoided. The R7.5 route removes the wetland from the area of concern. (June 10)
This area was surveyed by both the environmental field and the archeological field survey teams.
T142 R97 Sec 20 New Archy Site SITS Number Pending A small reroute offered May 30 was moved by the survey team and adequately addresses the issue. Both the archy and environmental surveys have cleared the revised route. (June 23)
T144 R97 S02 White Loco Weed A 40 foot route diversion will be made to the south to remain within the corridor cleared by the archeology team but avoiding disturbing the sensative vegatation during topsoil stripping activities for constuction. (July 12)
